One of the most challenging aspects of designing a successful verification program is finding the verification leaders who can help it be successful. Each design group should have at least one or more Verification Leader. This is a person who sees verification  as a career goal.

A verification leader is a person interested in learning and applying successful methods and tools in order to improve the verification. He/She will see each project as an opportunity to repair the failings of previous project in a process of continuing improvement. 

A litmus test for a good verification leader is asking him if given slack, he could improve the results (either bugs left in silicon, time from concept to tapeout, resources used during the project) by 40-50%. If he says, "Can't be done, we're very close to optimal" he should be fired immediately.
